4월16일의약속국민연대(약칭 4.16연대)는 세월호참사의 진상규명과 책임자 처벌, 생명 존중 안전사회 건설을 위해 세월호참사 피해자와 시민, 단체가 함께 만든 ‘통합적 상설단체’입니다.
4.16연대는 2014년 4월 16일 일어난 세월호참사의 충격과 고통 속에서 ‘잊지 않겠다’, ‘끝까지 행동하겠다’, '진실을 밝히겠다'고 다짐하고 실천했던 피해자들과 시민들의 의지를 모아 그 이듬해인 2015년 6월 28일 출범했습니다. 전국 곳곳에서, 해외에서 수많은 시민들이 2014년 4월 16일 이전으로 돌아갈 수 없다는 절박한 심정으로 세월호참사 이전과는 다른 세상을 만들기 위해 마음을 모았습니다.
4.16연대는 세월호참사의 진실을 밝히고자 다짐했던 "잊지 않겠습니다", "기억하겠습니다", "행동하겠습니다"의 4월 16일 그 날의 약속을 실천하기 위한 활동을 활발히 전개해 왔습니다.
4.16연대는 무엇보다 세월호참사 피해자와 통합적 운영을 이루고, 시민 회원을 기반으로 한 상설적 단체로서 끝까지 노력하겠습니다.
세월호참사를 잊지 않고 행동하겠다는 우리가 모두 4.16연대의 주체입니다.
The April 16 Coalition on the Sewol Ferry Disaster (short 4.16 Coalition) is an “integrated permanent organization” founded by the victims of the Sewol Ferry Disaster and citizens, calling for truth ascertainment, punishment of the responsible parties and the construction of a safe society that respects all life.
Bringing together the determination of the victims and citizens who, in the midst of the April 16th disaster’s shock and pain, promised to “never forget”, “fight to the end” and “uncover the truth’, the 4.16 Coalition was established just the following year on June 28th 2015. Countless people from all over the country and abroad united with a desperate heart and a fierce determination to create a different world, asserting they could never return to the time before April 16, 2014.
With the commitment to “never forget, remember, and take action”, the 4.16 Coalition has been actively carrying out initiatives and activities in order to fulfill the promise made on April 16th, vowing to uncover the truth behind the Sewol Ferry Disaster.
Above all, the 4.16 Coalition will form an integrative cooperation with the Sewol Ferry Disaster’s victims, and will, until the very end, work hard as a permanent group with the citizens’ membership as their foundation.
All of us who will never forget the Sewol Ferry Disaster and keep fighting, are the 4.16 Coalition.

2014년 4월 16일, 우리는 세월호 참사로 숨져간 이들과 지옥에서 생존해 돌아온 이들과 그들을 마지막까지 구조하기 위해 애썼던 이들과 그 모든 이들의 가족과 함께 가장 절실한 시간을 가장 절실한 마음으로 공감하며 하나가 되었다. 아무 것도 할 수 없다는 절망감과 무기력을 딛고 세월호에서 숨져간 이들의 희생이 헛되지 않게 하기 위해서 우리는 피눈물로 약속했다. ‘끝까지 잊지 않겠다’, ‘가만히 있지 않겠다’, ‘끝까지 행동하겠다’고.
4월 16일 이전에도 세상은 언제 침몰할지 모르는 지옥이었고, 우리는 세월호 탑승객이었다. 그러나 세월호 참사를 겪으면서 비로소 끔찍하게도 잔인한 세상을 있는 그대로 볼 수 있는 눈을 떴다. 생명과 안전보다 돈과 이윤이 우선하는 세상을 보았다. 부패한 정치권력의 무능과 무책임을 보았다. 왜곡과 오보를 남발하는 언론의 현실을 보았다. 그리고 총체적으로 국가가 실종되었음을 보았다. 우리는 진상규명과 책임자 처벌을 요구하는 목소리를 어떻게 철저히 묻어버리고 은폐하며 억압하는지 똑똑히 보았다. 우리는 끔찍하고 잔인한 세상의 목격자이고 증언자이다.
이제 우리는 우리의 길을 가고자 한다. 우리가 가고자하는 이 길은 돈과 권력으로, 끊임없는 모욕과 폭력으로 참사의 피해 당사자들을 몰아세우고 국민을 분열시키려는 자들과 맞서는 길이다. 마지막 한 사람까지 미수습자를 찾고, 인양된 세월호의 철저한 선체조사와 온전한 보존을 이루고, 진실을 밝히고, 책임자를 처벌하고, 안전사회를 건설하겠다고 나선 이 길은 절대로 포기해서도 안 되는 길이다. 이 길을 가지 않으면 세월호 참사는 더 큰 재앙으로 우리가 사는 세상을 덮칠 것을 알기에 어떤 고난과 역경에도 우리는 기어이 이 길을 가려 한다.
우리가 가는 길은 위험한 사회를 벗어나 안전한 사회를 만드는 길이다. 우리가 가는 길은 왜곡되고 초라해진 민주주의를 되살리는 길이다. 지금까지 버려진 인간의 존엄성을 되살리는 길이다. 우리의 모든 권리를 되찾는 길이다. 그리하여 사람이 사람답게 사는 세상을 만드는 길이다.
우리는 수평적이고 독립적인 개인들의 다양한 모임을 만들고 촘촘하게 연결해 나갈 것이다. 전국 곳곳에서 그리고 해외에서 세월호 참사를 잊지 않기 위해 모일 것이다. 그리고 세상을 바꾸기 위해 토론하고 행동할 것이다. 그리하여 마침내 우리는 모든 사람들이 안전하고 행복하게 살아 갈 수 있는 세상을 만들 것이다.
‘4월16일의약속국민연대’는 세월호 참사의 비극을 끝까지 잊지 않고, 진실이 밝혀지는 그 날까지, 끝까지 함께 할 것이다.
Through the Sewol Ferry Disaster of April 16th, 2014, in the most desperate time, with the most desperate heart we united and became one with those who passed away, who returned alive from hell, who tried their utmost best to save them until the end and each of their family members. Overcoming the despair and helplessness of being unable to do anything, we promised with blood stained tears that the sacrifices of those who passed away on the Sewol ferry won't be in vain. “We will never forget”, “we won’t sit still” and “we will fight until the end”.
Even before April 16th the world was hell and its sinking was just a matter of time. And then we boarded the Sewol Ferry. But it was the Sewol tragedy that opened our eyes to the horribly cruel reality we live in. We saw a world that prioritized money and gains over life and safety. We saw the incompetence and irresponsibility of the corrupted political authority. We saw the reality of media distortion and misinformation. And we saw the overall vanishing of the state. We plainly witnessed the thorough burying, concealing and suppression of our voices demanding truth and justice. We are the witnesses and attestants of this gruesome and cruel world.
Now we decide to go our own way. The path we decided to take is one of resistance against those who, using money and power, pushed aside the victims of the tragedy and with constant insults and violence tried to divide the people. Until the last unrecovered person is found, the salvaged hull of the Sewol Ferry thoroughly investigated and wholly restored, the truth brought to light, the parties responsible punished and a safe society established, this unfamiliar path is a path we must never give up. If we don't, the Sewol Ferry Disaster will strike the world as an even bigger catastrophe, so no matter the suffering and hardships we are willing to walk this path.
The path we take is the path out of a dangerous society, building a safe one. The path we take is one to restore our presently distorted, dilapidated democracy. It's the path to restore the human dignity that was suppressed until now. It's the path to recover the rights of us all. Hence, it is the path to build a world where people get to live as human beings.
We will create a diverse group of tightly connected, equal and independent individuals. Across the nation and overseas people will gather so as not to forget the Sewol Ferry Disaster. And we will discuss and act to change the world. Finally, we will build a world where everyone can live in safety and happiness.
The “April 16 Coalition on the Sewol Ferry Disaster” will never forget the tragedy of the Sewol Ferry Disaster, until the day the truth is brought to light and will stand together until the end.
